 San Diego native Wyatt Ray decided on a career in law enforcement when he was at San Diego State University. He worked as a student employee of the SDSU Police Department until he graduated with a degree in Criminal Justice, then in January 2002 entered the LAPD Academy. Six months later he hit the mean streets of South Central LA with a gun, a badge and a job he loved. Then he got a call from SDSU about an opening there and in May 2003 he left the drive-by shootings of LA to return home. As a member of the small SDSU police force he made arrests, traffic stops and chased down a stolen vehicle. His performance evaluations reflected his training and commitment, then last month he was suddenly terminated. The positive performance evaluations were missing from his personnel file and now he's looking for a lawyer.

The length of stay for a new employee at the San Diego County Probation Department is just six weeks, and dropping. Why? Because the current administration is trying to make sweeping changes without regard for the welfare of their employees. For some reason, they didn't think the dedicated civil servants whose lives they were changing would object. They learned otherwise when they accused staffer Tom Hobbs of fudging hall check times. At his hearing, Hobbs demanded to see the documents used to charge him. Then he named just about every current supervisor at juvenile hall as having, "tapped on the counter and told staff to catch-up on the hall checks." This, of course, put the department on the spot. In fact, Dave Cranford, the new Assistant Chief, would have to admit that he did the very same thing when he was a supervisor. Not surprisingly, the hall check sheets and videos which they claim show only nine hall checks during Hobbs' shift, are missing. The department didn't see this as a problem and insisted that Hobbs admit guilt based on their "good faith" accusation. Another classic example of how the department maneuvers out of tight situations without any regard for the truth.

 With fire season approaching, the residents of rural San Diego County better have maximum fire insurance coverage because their Board of Supervisors has eliminated all five honor camps operated by the Probation Department. At a time when the fire department needs the most help, the Board eliminated about 25,000 work crew days. As a result, about 35 square miles of dry brush which would have been cleared awaits a spark instead of a rake.

 Dave Cranford, the newly promoted assistant chief of the San Diego County Probation Department,  is being sorely tested. He arrived on the crest of a massive investigation into the activities of late night staff at juvenile hall. The selection of Cranford, who is well respected, caught many employees by surprise, especially considering he was chosen over three deputy chiefs. The department is facing a manpower disaster and respect may not be enough to extract Mr. Cranford from in-between the rock and a hard place. Some have speculated that now retired Dave Price, who Cranford replaced, was angry that his wife, Sara Vickers, was denied the position. Management's carnage throughout juvenile hall may be a barometer of that anger. The current deputy chief of Juvenile Institutions, Ms. Polly Merickel, the wife of another former assistant chief, Jim Poe, has stated that her goal is to have 75% new staff at juvenile hall by the end of the year. To achieve that objective, drastic measures will need to be taken.

 Corruption and malfeasance within San Diego County government, especially the Probation Department, has inspired what is arguably the largest underground movement of its kind in the United States. The present system works to turn people into a commodity, to be used as the raw material for expansion. We have not stood idly by as taxpayer funds intended to protect society and help juveniles are plundered by those who ignore due process and safety in their quest for profit and power. They don't want you to know that last year, a juvenile who was sodomized by his roommate was pressured by the DA into dropping criminal charges. They don't want you to know that as fire season approaches, there are no more county honor camps or fire camps to provide desperately needed brush removal. This Board of Supervisors' innovation, as they like to call it, comes with a price, as thousands of kids are being needlessly institutionalized. Now into our seventh year, this revolt has evolved into what is best described as an insurrection.
